Residents within the City of Phoenix and its territories or pay for City of Phoenix water services. Bus passes available for residents with a new employment that need transportation assistance prior to receiving first pay check.

Application process

Call or visit website for application portal. Call Mon 8am for an appointment for financial assistance. If Mon is a holiday, call on Tue. If no appointments available, call the following Mon at 8am. There is no waiting list. Documentation required depends on the program.
